no not bag seed...never know where or what it is and there is a lot of variances that will only cuase heart ache...there is a new kind of marijuana plant that only requires 9-11 weeks of growth. its called the autoflower, from seed to harvest is just 9-11weeks insted of months and months. there is alot of reading and watching youtube vids...most people can be learning on the grow within a month with some earnest study. we can help you determine what you will need to grow with by what kind of room you have to grow in. some grow in closets, basements, or even special grow tents.

Yes you can. You should keep them in the fridge so that they last longer.
Read some guides before so you have the basic concept.
i made the mistake of not reading as much as I should have and spent countless hours and a bunch of money when it wasn't really necessary

Welcome to the forum. Tell us more of what you have in mind as far as where you want to grow, how big the area is, if you need to hide it real well, etc. and we can give you some ideas. Read through the material that's been suggested and watch some videos. It's not as easy as just putting some soil in and pot and dropping in a seed. The seeds you have would probably work but chances are they are what are called photo period plants. These plants take longer to grow than the auto flowering plants most of us here grow. The seeds you have will probably produce very large plants, where the auto flowering ones are usually 2' or less, much easier to hide, and are ready to harvest faster.
