I mixed a 1/3 solution of veg nutes, can i foliar feed the seedlings with this? if so, do I do that every day muddy?

What they need more than anything else right now is nitrogen. I would go with the ammonia mix I previously recommended as the foliar feed. But do feed them some veg nutes to the roots. With only perlite and water they weren't getting any nutrients.

No, don't give up on them. I think you'll be surprised at how fast they come back with a little more N.
