Seed Bank Seeds confiscated

I just commented on an older post but thought maybe I should start one just as an FYI.
I received my seed package today from pevgrow minus the seeds but got a notice from the USDA that they had been "returned to place of origin" as there was "no phyto-sanitary certificate" and "material not authorized entry". I had been in contact with the seed bank as it had been several weeks and they offered a refund but in my infinite stupidity I declined telling them I was willing to wait a couple more weeks. A little troubling but I've heard many times from different sources, forums, etc that it's not a big deal, but still.....troubling.
 
I should mention that there were no markings that should have raised an alarm but for whatever reason it was my turn I guess.

@ Raggedy Man, I know that troubling feeling as it happened to me earlier this week but from a different vendor. Out of curiosity did you opt out of paying any kind of insurance fee that would make their shipment more stealthy?
 
I guess the more legal canabis becomes (in the US), there will be more such regulation, if only to protect the legal growing industry from plant pathogens the same as with other agricultural commodities. Here the seeds were treated by Customs as nothing special, perfectly legal (as seeds), but the same as most other seeds, fruit, vegetables being shipped into the country without the proper approvals or forms. If the seeds were properly labeled as having been fumigated or something done to kill surface plant pathogens (which is not done with our seeds), then maybe Customs wouldn't have bothered to send them back.
 
Had my order from Spain confiscated, with a note from customs. Funny how they seem to know that the little package contains seeds, even so well disguised. You have to assume they are just watching packages coming from certain businesses, otherwise how would they ever know there were seeds in that little toy/video/tshirt? They wouldn't.
On a better note, seeds from Scotland or Canada/US, no problems.
