It's been like this for 24 hours. I've never seen it stand straight up. The seedling in pot next to it is standing up fine. SF1000 Light is 24" from seedlings. Leaves haven't open up either.

Is it normal? How long should I give it before ripping it out and starting over?

some are slower than others but she looks fine also these 1st few days all the growth is happening underground with your roots just leave her to do her thing
 
Ok thank you for reassurance. I'll give her a week before I give up on her.

Your lights are too close.
Back the light off by 6 to 12 inches.
If you keep the light that close, the plant is overfed light and won't grow.
Too far away causes stretch and too close causes stunting.
But the plant looks good.
Like a bad dog, ignore it for a while and it will do fine.

you might want to move the light to 30" or so early on.
