Those are Pot Elevators made by a company called GRO PRO,

You can find them at Growershouse, and ton's of other Etailers online for about $3 each, I just picked up a stack for $2.60 each myself, they come in several different sizes with 13" being the smalles and matching a 5 gallon smart pot perfectly in diamater.

I use them together depending. I like the stand in the tent as it raises it off the floor a bit.
