Poppies are on the opposite of photosensitive marijuana, they veg at 12/12 and flower at a long day period like 18/6 or 20/4. You will need much more light if you want any results, lots of CFL or a MH/HPS setup, at least 300-400 actual watts or there will not be much growth and small or non-existent pods. Look at how they grow in their natural environment, full sun all day (drought conditions) if possible with slightly acidic soil,
OF soil should be great, it is what I used this year outside...
Just consider this: If you are growing poppies inside there is hard to say you weren't intentionally growing a known narcotic, outside with a patch of flowers is much easier to get away with if anyone asks... Most people cannot identify different types of poppies and will not think twice. I live in a res. neighborhood and had no issues with mine outside, everyone has poppies of some sort around colorado...
