Yea they will turn to buds. They're growing. Patience is key my friend. You got a while to go yet. Dont chop until you ask around if it's done please. You'll waste your grow time and kill your yield if you chop too early and the buds wont be done yet so the smoke wont be the best either. When it stops stretching (growing upward) the plant then starts making buds and filling them out after it stops vertical growth.
