Buying Vivo 2.7x2.7 grow tent complete Vs 1000 led 4" 190 cfm fan and filter from Amazon 400.00 $ Is this a good set up?

I'm not familiar with the vivosun products. I might steer you towards the MarsHydro kits as many of us here have and run their gear. Well established as decent quality that doesn't break the bank.
I think @AutoBobje has one of their full kits.

MH is active on the forum for help and questions too. @Marshydro

I would second that on mars hydro products :headbang: :jointman:
I have one 3x3 tent and two 2.3x2.3, a FC3000(300w dimmable) and a ts1000 (150w dimmable). And I really love their products the tents quality for the price feels like a steal or something. You try and message @Marshydro and see what packages they have and also I believe there’s a AFN discount as well. Plus there customer service is the best if the best. @LT Mont

IMHO Mars is a level up from Vivosun, if not two. Great value. This would be the rough equivalent (and cheaper too): Mars Hydro TS 1000 LED Grow Light + 2.3'X2.3'(70X70CM) Indoor Complete Grow Tent Kits for sale, buy Mars Hydro TS 1000 LED Grow Light + 2.3'X2.3'(70X70CM) Indoor Complete Grow Tent Kits - Mars Hydro (mars-hydro.com)

Also, Mars CS will be way better.

If you have the scratch, I would think about a lighting upgrade as you will probably want one after a few grows anyway. IMHO, YMMV, etc.

That's my kit. Only got them to send me a smaller tent as I didn't have the space for the 2.3x2.3'. I can recommend it definitely
The TS-1000 is a great light. Only burns 150 real Watts and more then enough for the 2.3x2.3' tent. Mine is 2x2' and I haven't got the need to turn it higher then 80%. The fan is built solid, easy to take apart and also more then capable to suck the air out of tent. It even has a speed controller. :coffee:
The filter is very sturdy built and didn't make a sound when shook, which means they are filled to the brim and then some ;)
All in all this is a great starter set and for that price can't be beat, trust me...I've spent a many hours on the interweb researching different brands.

thanks for the information on the best tent to buy.
You bet - stick around on AFN. It will help you cut through the BS and accelerate your learning curve substantially (it did mine). Great folks on here to boot.
