This bag seed photo 28 days old is frickin short bush 9" tall....the top fan leaves are somthering the new growth and bud sites below should i trim them off ...the light cant penetrate lower or does penetrate very little ????

She looking healthy so wouldn't harm to lose a couple but I would try leaf tucking first just to expose the lowers
I tried to leaf tuck a couple times but the stems are so short- they don't stay down, and they are so huge i feel like i'm going to snap them while doing. So, I guess I'm going to cut them off.
 
Here is what I have to contribute after having a thorough look at the pic you posted in the thread. Some growers like to defoliate the bottom 20% of the plant at this stage. Make sure not to disturb bud sites, and always leave enough leaf cover that you still can't really see through the plant very well. The plant needs a table of leaves to power the growth and stretch the way we want in the next few weeks! I think it's common to go overboard at this stage, so I recommend taking a few less leaves than you think. It's easy to get lost in the zone and realize you've completely plucked your plant bald! Just remember, you can't put leaves back but you can always take more later
