The ideal ppfd is 700-900 without C02, but when you add C02 you could max out your ppfd ~1500 which would mean bigger plants & bigger yields Also adding C02 would allow you to run your room a bit hotter without negative effects

They always need C02, luckily it’s always around us at ~400ppm. You can run a room up to ~2000ppm but could be a waste so most people run around ~1400-1600ppm

For CO2 supplementation, simply by the ppfd reading. Any reading above 900umol/m2/s is the generally accepted threshold where CO2 is required. Normally, CO2 levels inside a home, due to humans breathing, is a bit higher than normal levels outside.
CO2 supplementation is not needed, required or utilized below that level.
