I swear everything I've seen people grow from Gnome has had massive leaves. I will say my Twenty20 Trizkit had some very large leaves as well. Especially the first couple sets down low. Wide and fat fingers. I think the Hotz has some big fans on it currently.
I know its going to be an outer wrapper but, in the cigar world the wrapper imparts a ton of flavor to the smoke. Probably the most important part of the cigar. Would a fancy tobacco leaf make a better wrapper? There are some very very light Connecticut Shade Grown varieties that don't have a strong tobacco-ness to them. I know some of the roll your own websites carry full leaves. Just spritz, cut out the main stem/vein, and you should have plenty to work with. Just an idea. I don't know how a smoked cannabis fan leaf would do flavor wise.
A light cocoa/toast tobacco leaf might be mild enough to hide behind the inner filling without intruding. The Connecticut Shade varieties have very low nicotine.
