Is this N toxicity?

Hey guys, second grow, but the first indoor grow. I just took some pics with my lights off and noticed that the bottom leaves of the plant are super dark and a bit shiny. My guess would be that it’s a problem with excess Nitrogen. The top leaves and new growth is quite a bit lighter than the old growth but the plant seems to be growing steadily at a decent pace. The soil I’m using is on a vermiculite base with peat moss and sand, plus I added around 20% perlite to the mix. Have been watering every 2-3 days with around 60-70mls of bottled drinking water. Havent checked the pH at all because I dont have a pH pen and my pH strips seem to be too inprecise. I haven’t added any nutrients and dont plan on adding any up until flowering has started. The humidity is probably too low and the temps stay at around 18-20 °C. 19/5 light schedule with a 65w diy LED bulb grow light (4x15w 3000k LED bulbs+ 1x5w cheapo LED bulb grow light). I don’t know what I should be doing. I hope that until flower the Nitrogen will have been used up and I will be able to start feeding it with 15-30-15 nutrients. I live in a country where there arent many specialized products and equipement so many of the reccomendations for products will be to expensive and illogical to ship over here. Attached are some photos of the plant with the lights on and off, also the ingredients of the soil (20% perlite added) and the nutrient values of the soil. All help is appreciated.

they look thirsty to me... You should buy a pH pen and pH up or down. This is the single most important thing I can tell you. ;)

I guess I should be watering them a bit more but don’t the leaves look bad?

I think that will be alright as soon as you give them pH'ed (6.0 - 6.5) water to them.
A pH pen doesn't have to cost that much. If your wallet is tight at least buy a swimming pool test-kit (strips) ;)
 
Put this in the infirmary section for the pros to take a look at.

I think I found the problem, my water pH was around 8!!!! Tested it with a pH strip. I didn’t think to check if this was the problem because i tested the water last year and I always got a steady pH of around 7 which was good enough for my plant, but they must have made some changes to the water. Thanks!
