Good air exchange is what you need if temps are getting a little high.
I'm not sure the size of your grow space but I am guessing if a 250w Cfl is making it hot you could do with drawing more air through.
I have grown in small cabs and the 4" ruck will easily do the trick.
There are lot of grow room calculator on the web, just google for them, not sure if AFN has any as i haven't look yet

They will tell you how much air you need to exchange, the more fresh air coming into you room the more available co2, a lack of air exchange means available co2 can easily be used up, which will result in slow growth, higher temps and higher humidity. The more fresh air moving through you cab will also help reduce the risk of mold.
I have also grown with the smaller size cfl's and had good results, check out "trumpet bulbs cfl" & Umbrella bulbs cfl" on google/ebay. They have a slightly different shape, kinda flattened so they can be hung vertically rather than horizontal to give the best spread of light.
