Gorilla glue auto, growers choice, mystery disease?

Hello, this gorilla glue auto has spots all over the newest growth as well, it seems to be burnt on older leaves.

grow is outside
Using fox farm ocean forest for soil
5 gallon smart pots
They get at least 12 hours of sun a day sitting outside
I’m using neem oil on the leaves to prevent insects when I noticed some sliverish marks and bugs chewing on my plant.
I threw a layer of mulch on top due to the heat of the days getting close to 91 with a high heat index of 95-100, As well to keep moisture in the pot during very sunny days.
I’ve been giving about a liter of water every 2 days as that is when the soil is dryest

as well I’ve noticed slower growth

Yes I used to I misted the neem oil on the plant itself over night

yeah I saw that too, noticed nothing underneath each leaf and saw very very few actual bugs near or on the soil

When I'm outdoor I try and grow an extra... and if I see bugs, 1 becomes bait. 1 plant off to the side, kept sickly will usually keep the rest fairly clean as long as they're healthy.
Know that doesn't really help here.

Yesterday I gave them half a teaspoon of nutes and sprayed them with rot stop, I think I might have been over watering them, I’m going to just leave them be now
