Imma go with germinate straight into the soil. When you moisten the soil, do you give it a nice water and then let it sit for a while in the tent in order to get the temp right in the soil?
I have a moisture meter that I'm gonna use combined with lifting the pot to get a feel for the wet/dry soil.

In a solo cup with light mix, water will run out quickly leaving it well moistened...I've never done any pre watering stuff as I ONLY germ with DI water which avoids any potential ph prob. . The solo cups are easy to check weight...I transplant at 7-10 days old into 2 ltr pots and use the meter thereafter. Even with small pots overwatering can be a prob.
Don't get hung up on minor details right now, it ain't rocket science....put ya seed in ya soil. moisten, cover, set on heat mat and roll a doob. Patience will be your only tool needed.
BTW... if you're growing with organic soil and organic nutes, watering/feeding til runoff is not necessary.

I use peat/coco fibre pellets and ph tap water(bubbled), humitidy dome, heated mat(top of computer before heated mat). I use to pre-soak for 14 hours in a starter mix (i forget name but there are lots of options) but don't bother anymore unless seed is old or looks like it is stupid. Once it germs pellet goes straight to final pot when doing auto to avoid one transplant, photo plants i go to solo cups because way easier to water than a 3-5gal pot. My first auto grow I went pellets , solo cup, then 5gal fabric pot because I was worried I'd use to much water and kill them.
Alot of people hate peat pellets because they can't stand leaving them alone without screwing with them so prefer the paper towel way so they have something to eye screw with. I think anyway is good if it works for you 90% of time.

I grow auto in big pots. When I started I was advised autos don't transplant well so I germinated directly in the big pot after 30 hours in a wet paper towel. I start with a cup of water spread in a small circle about 4 inches in diameter and place the seed into the moistened soil about 1/2 to 3/4 inch deep. Then I water gently with a suitable rose if the top if it gets dry. The seeds spout on the 3rd or 4th day. After they pop I continue with a cup for the next watering and sometime in the second week I move on to two cups increasing the diameter of the circle so as to always be bigger than the width of the plant. . By the time the plants are about six weeks old, I'm watering 6 litres every 4 or 5 days and getting runoff.
