Damping off possible

Can damping off occur in a seed starter tray with a humidity dome and a heat mat? I am about to loose all of my maxi goms i just started, They all germ pop up just a bit then stop. I have had terrible luck with seedlings and getting seeds to break the surface. I was thinking about making a Camille tea spray and to see if that will help. When i searched online apparently Camille tea will kill and stop damping off completely.

Let me know if you think this is possibly my problem and if the solution is viable to save my seedlings
 
Usually with damping off the stems will turn brown and get thin right at the surface of the soil. A lot of time they will then fall over. Spraying with one tablespoon of hydrogen peroxide to a quart of water will stop it. https://www.autoflower.org/f42/damping-off-causes-treatments-1946.html

I'm wondering if you aren't keeping your seeds/seedlings too damp. I had that problem using Rapid Rooters and a humidity dome. Some seeds were turning moldy and not germing and others got damping off. I went back to soaking till they crack and then putting them directly into the soil and haven't had any issues since.
 
I used some root stim in my seedlings and I think that it would help as well as it helps inhibit pythium. I used it at quater strength in rockwool cubes
