Bottom line is that there should be no change if you've already satisfied residency rules, at least for short term, since the terms of residency don't include "must remain a citizen of an EU member state", those of us registered as "permanently resident" (living in whichever country continuously for more than 5 years) likely to face another "handling fee" for a new ID card conveying "EU Citizen" status as has already been proposed, those wishing to move AFTER Brexit may face a different process for residency depending on country of choice

Falls under how the individual countries make their own rules, and if you have already satisfied residency qualifications then the residency is granted as of that moment then that can't be taken away from you except in certain circumstances, I don't believe there's one residency law in the EU that states that your residency status will rely on you remaining a citizen of an EU member state, and the "EU ID Card" will also be likely available to those living in the UK as a means to control who is "British but EU Resident" and allowed free travel under Schengen, for a fee, of course, without having to faff around with a visa every time.

It's pragmatism, whilst keeping a certain argument going for years to come just so the contents of the pot don't settle...

But we're straying into Clockwork Parrots now, so...
