I'd push more towards cob tech also. I've heard good things from 315cmh, but if they're $500&up for a good setup, you can DIY more light than that. You can also DIY with the cheaper chips, 3070s aren't bad and with 3590s you only see about 10% more light at the same watts, they also cost ~40% more $$ right now.
As for veros, not sure why anyone chooses them over Cree cxb3070s, they're about the same price and you'll see higher efficiencies with cxbs over Vero29s at all wattages.
HPS isn't bad tech, I'd take it over cheap Chinese leds. Unless the added infrared heat is too much to manage. You can push efficiency with HPS by growing vert also. 1.2mx1.2m is perfect for a 600w vert setup. I've seen people pushing 1.5-2gpw with HPS this way, and I'd expect 1gpw minimum. (No reflection loss for your bulb and by piling plants around it you're easily getting the same SQ footage of grow space)
