What you really need to settle your point isn't a lumen meter. I think the reading your looking for is in the foot candle field. Even better is a par meter whick you can use to measures the light at various points from the top of the plant, the middle of the plant and the base of the plant. The reaspm you do this is because the penetration of the light to the different levels is very important/ Par meters are the right choice because they measure all light in the growing band and ignore the UV and the Infrored. Par meters are expensive so not too many people have one.

I don't have one so I go by the next best thing. I have a hand held light meter for cameras. I can measure the light at the different points and compare the readings one light source to another.

I personaly retired all my 23 watt CFLs. I have moved to the 42 and 45 watt units (equivilant to 200 watt incandesent) Way more light intensity than the 23 watters were delivering. I ended up liking the bright white models (4100K color temperature at its peak) sold by Walmart and made by Globe. They put out a little more than the GE models sold by Canadian Tire. I also liked the color temperature better as the Ge ones looked on the yellow side. They have a great waranty of 7 years. They are good about doing the replacement. Just keep the sales slip and include the bar code strip off of the box that the bulb comes in. No need to return the bulb just send in the 2 pieces of info and they send you a new one postage paid.

Do you have a lumen meter or a source for proof? I haven't been able to find anywhere that someone proves either side yet, I still stick with bigger is better

Yep, it's worth making the point that lumens are a measure of what the human eye sees, which really has very little to do with what plants want.

Regarding the small vs. large CFLs, I found out when researching it that the larger bulbs aren't quite as efficient. The 42w bulbs are in the sweet spot of maximum lumens per watt:
