New Grower Adding ph down for seedlings

Some Reverse Osmosis equipment will be needed to run the tap water through.
You will end up with water at very close to 0EC and just above 7pH.
I would just go ahead and use your tap water.
My water varies between .4 and .58EC.
I use it in DWC with no issues.
Everyone wants to get the perfect conditions, but people seem to forget that we are growing a weed. It can flourish outdoors in conditions that are far from perfect.
As long as things are 'ballpark' (with a few exceptions) then you are good to go.
Don't expect a perfect plant, because they are few and far between. Yes, people on these forums can and do grow amazingly, but these people are only a fraction of a percent of people who are growing. The other 99.99% of us are (and should be) happy with a decent plant making it to the end.
I have a friend growing indoors with bugger all equipment - no pH pen, no EC meter, no temperature control (apart from opening and closing a window), no humidity control, uses potting compost from Lidl and a simple grow/Bloom nutrient along with tap water, and he gets a harvest every time.

And mistakes happen to the most experienced of us anyway. I only do a couple plants at a time, I hate it when I stunt a seedling though. This time it happened because I used bloom instead of grow nutes, gave too much too soon, and my pH was up a point high. Oh well, they are still going to grow and produce, even if it took them the better part of a month to recover. Once I fixed the reservoir they still went painfully slow. Your friend is lucky he hasn't got his system out of whack yet. It will happen sooner or later. I have been set back a month on harvests too many times to make these basic mistakes.

I use a water filter, it's just the first two stages of a RO system. It gets me down to .2 EC and that's good enough for me. The best part of it though is that it filters my whole house water supply also. Saves appliance life, and my health. It gets out all but the very smallest things. Flourine for example. But it does filter out all lead, aluminum, silt, anti-biotics, and other chemical crap.

I know what you mean about my friend - He got a touch of mould on a grow but it only affected one cola, but I do expect a wipe-out at some stage. I was merely showing an extreme example of 'it will probably still work'.
The more you learn, the more you can 'dial in' the ranges and the better yields you will get, but it doesn't need to be perfect to get a decent result.
