Nope...no monsters for rec growing, in fact not even medium sized plants will be allowed legally...max height proposed will be 1 meter.

a=can you train them..under a meter ? or they take stem length into consideration?

Its a question in the minds of many i am sure. If they do....it literally means that every semi competent or better will be growing illegal plants in their backyards....lol I mean shit....the majority of my autos outgrew 36" this year and it was cold cloudy and rainy.
