There is that old trick of leaving the lights off for two days to force them into flower, I never tried it personally.
If they are autos but refuse to flower, you might have to switch to a 12/12 light cycle :/

Hard to say really, what strain and what breeder are they from? If they really won't flower under 18/6 light, they may need to go to 12/12 for the rest of the grow

Might be worth trying 18/6 and give it a week or two to see. Then if they still aren't flowering, some more drastic action like try the two days of lights off and/or 12/12 light
