Indoor Seedling getting too much light?

What signs will a seedling show if it is getting too much light? I have a seedling that just popped out of soil today and it looks a bit odd.
 
What kind of light are you using? How close do you have the light? Can you post a picture/

It's tough to get a good picture. I originally had my Cob on and thing that was too intense so I switched it with a cfl for the next couple days.
 
The Cob was about 3' above and I had a clear bag loosely covering the top to hold humidity.

36" should be fine for a cob, as you will lowering for final growing distance from canopy

Idk what the deal is. This is the 3rd seed, 2nd strain to have the same issue. The sprout looks even worse today.
 
The frustrating part is my first 3 grows I had no issues with germination. This time around I am doing something wrong but I can't figure it out

i use 1200 watts of hps lighting on my seedling and it makes it, so i dont think u have to much light if anything u have to little ,

maybe they are over watered thay look rather weak do u have fans in your room to strengthen the stems?
 
There is a fresh air intake a few inches above the top of the seedling. Overwater is a possibility. I have been using a spray bottle to keep the top layer moist daily.
 
It's almost like theres a beam of lite reflecting on it. Like a magnifying glass.
