Seedling Chloroisis Problem

I have a case with one seedling of three showing early yellowing. It has been progressive and I have photos linked below. The time scale is ~24hrs between photos. The seedling is about a week old, with cotyledons still attached, and has been fed nothing but water. I will be posting a journal soon with the others.

Some things about the environment.
Medium: Happy Frog in 7L fab pot (on plastic bag floor)
Nutes: None so far, only those present in Happy Frog
Water: 2 cups per day per seedling; de-chlorinated over time from tap source
Light: 100 W LED at a distance of 26in (LED-leaf distance)

My primary suspicion is a combination of LED/light bleach (so I have increased distance to 36in now) and overwatering seedlings (no water for 24hrs as of now, waiting a few days more). I do not think its genetic variation; variegated leaves or such since it is now stunted behind its siblings.

A reminder that photos are in order from youngest to oldest with ~24hr in between.

So 36in for seedlings to too far way? Is 26in (original) actually fine? I did not know this. Thank you Namvet.
