The best way to plant seeds outdoors is to plant them in the fall before the season even starts, this gives them the cold stratification that helps with the sprout vigor and health. If you do plant the same season; then early is the key as you guessed/studied. Some types take a very long time to get going if started late... Sprout time for me personally has been between 2 and 7 weeks, then things seem to slowdown but it's just the roots establishing themselves...
As far as outside, a crop will most likely pop up here in Colorado in April or May depending on the type of flower.
