i was planning on putting my plants in fox farms ocean forest potting soil and once they started to enter flowering i was going to start feeding with big bloom. i was just curious if this would work for an outdoor grow or if i need to do something else.

Big Bloom isn't very hearty and doesn't support the flowering phase at all. Get a flowering nute like Canna 13/14, Fox Farm Tiger Bloom, Technaflora Awesome Blossoms, something high in PK w/ carbs and trace minerals/nutes if you can.. don't be afraid to use a chemical fert (there aren't many flowering organic ferts, although there are some).

Also use a carb-load feed as they beef up, (Molasses is what I always recommend, but there's actual carb load nutes out there too.)

Remember FFOF comes with mycos, you can feed root drenches/myco during the vegetative phase and it won't harm the plant. They run pretty low and won't cause burn, just use them with your normal waterings. Will help to build a nice myco herd for when you hit it with the carb loads and to absorb nutes when it's time to flower - some synthetic nutes can kill or inhibit mycos though. Tiger Bloom does NOT, Canna 13/14 does NOT Earth Juice bloom doesn't either but you need the catalyst for it to be effective, supposedly.

Sorry if this is all too much, but it answers all the nute questions for FFOF as simply as possible!

thank you i will be sure to get tiger bloom or one of those you mentioned. does that big bloom i have still serve a purpoese

Yes, Big Bloom is like a catalyst - you see how the Fox Farm Ocean Forest has earthworm castings and bat guano in it? Big Bloom is that in liquid form, it's a general feed you can add every time.

alrite but is it okay if i add it everytime in both the vegging and flowering or just flowering. sorry to sound stupid i dont know shit and would prefer not to waste my money lol

Yes, definitely add it in flowering, 100% (3TSP, normal feeding). Do not add it in vegging until you have your third set of leaves(~2-2.5 weeks after sprout), let the plants feed off the soil first - at the third set of leaves add a low dose of it, i.e: 1tsp/gallon.. see how your plants take it (should be fine), then go up the next week 1 tsp and again the following week - as the soil uses it's natural fertilizers up, you should be around 3TSP recommended for a normal feeding come flower and just stick with it.
