Same over here. Anything under like 13" and they don't oscillate. Didn't get a chance to try it, but I did find one online a while back through a marine supplier that was a 6" oscillating and ran on 12V (for use in small boat cabins).

I post this because it is difficult to find an oscillating 7" 110v fan in the US and when I do find one they are 12v for RV's and truckers cabs.
