They're supposed to start issuing retail licenses here in WNY soon, but meanwhile there's already dozens of prosperous over-the-counter dispensaries selling top-quality bud of multiple strains (unlicensed), and cheaper than street weed. Licensed sales will have a tough time competing with the existing supply chain.
