The reason why LED panels run at 50% stated value is not a voltage issue its a heat issue. LEDs do not generate heat in the normal fashion. When there turned on a stream of electrons is running through it producing light but the heat is trapped at whats called a junction point. That area can get incredibly hot. As a result LED makers have to balance heat without output. Heat is the number one enemy of LED panels. If they ran most of them over 50% stated value then they would burn out faster and heat exponentially rises till burn out.
You can counter this by installing a better cooling system but theres a limit. My Solarstorm 800w 5 watt LED Diodes uses a little over 4 watts per LED. They can achieve this because there is a 2 inch thick heat sink that is huge. My light as a result weighs in at over 35 pounds. 5 watt Diodes generate so much heat without a fan my tent would be 100-120 degrees easily.
Thats why LEDs getting more wattage unless you just add a couple are pretty much stuck most likely at 5 watts. Advanced has a 10w LED panel but they only have 4 10 Watt LEDs on it the rest are like 2 or 3 watt.
Its kinda like in the computer world the higher the clock cycle of your CPU the hotter it gets. Thats why there has not been a quantum jump in speeds for a while...instead they give us Dual and Quad cores. They can increase the speeds but the heat generated is outside the ability of normal mass produced cooling systems. To get higher you have to start doing exotic things which are not reasonable for mass produced computers.
