To be fair, there are a bunch of reasons he might not have been able to pay it. Stuff happens. I get that.

But knowing what the end-game is going to be (the power company usually prevails), and that it would impact his neighbors, he should have said something. At least to the property owner.

THAT's what pisses me off. There is zero chance this was unexpected on his part.
