They justify it because this building uses, rain water harvesting and ground source heating and cooling. What they don't realise is that shit is installed purely for the buildings energy rating, it never works. Solar, chp's it all cost so much to maintain that it gets switched off. I've seen hundreds of buildings with chp units but I've only ever seen 1 running.
