keep all the lights together in one room, optimal disitance from the plants for CFLs is between 2 and 6 inches, farther than that you will see big drops in light effectivness as lumens decrease with distance from the source. Idealy you want to try to give each plant as much light as possible, think of the leaves as solar pannels, each plant will want about 100 watts of CFL light to really thrive and will do better and better the more light it is provided with. given the lights you have at your disposal placement is going to be key and if you can get reflectors on those bulbs they will be about 50% better than without. good luck, my advise is get more light when you can, perhaps concider a t5 multi bulb fixture or HPS /MH or CMH or even a good LED light. for a room the size you gave I would use a single 600 watt HPS or MH or CMH bulb this would light the entire room effectivly. if you wanted to maximize the light for a room that size I would use a 1000w HPS/MH or CMH bulb on a good balast with a good reflector. any more light than that would be overkill and could bleach the plants.
