It's kinda strange - a very close friend of mine had two shipment confiscated this past year. One by postal authorities in Coolarado (domestic mail) and one by the USDA Agriculture Department! The Agri guys had a paper inside saying that the seeds were confiscated because they didn't have the proper import paperwork. Maybe they are making changes in the background on the Federal level.
