How should I handle Citrus Leafminers?

Hi all
I've found a Citrus Leafminer on my sticky yellow trap, as well as some small leafminer trails on a few leaves.

I've tucked the affected leaves but it seems like my house is bringing the leafminers, so thinking of fighting them completely and I have 2 questions.

1. What attracts citrus leafminers? what kind of foods etc..
2. Should I use Neem Oil or Confidor? I'm day 30ish pistils are there but didnt start producing real pre flowers yet..

Neem is OK now, or Azamax,.... a spinosad product like Capt'n Jacks Dead Bug,... a Bt spray made for caterpillars.... meantime cut the infected leaves out, fingers only if you can....
