They do look somewhat strange for 12 weeks, possibly due to the crazy weather last month.
I am also outside in NorCal, and I think the last month sent a few of mine into hermie mode.
Lots of rain, and temps in the mid 50's during the day and 40's at night took a toll.
Here is one that is doing OK @ 8 weeks from sprout.
Best way is to look at the trichomes. They will tell you what you want to know!
If all are clear, it is too early to cut. I cut when the majority are cloudy, and only a few are clear or amber.
More amber = more couch lock in general.
