Help diagnose my sick plant

Hi,

My plant is 2-3 weeks into flowering and is not looking well. I also think bud development has stopped.

I'm growing outdoors in premade potting soil in a 11l fabric pot.
I have an analog pH/moisture meter which read 6.8-ish at roots.
I've been watering with tap water which according to local website is quite hard, at 350ppm.
Didn't add any nutes during veg. I added bloom booster nutes bought on royal Queen seeds a couple of days ago when the yellowing became obvious, no improvement yet.
The yellowing started on the oldest bottom leaves and is moving up more every day. I have brown spots mainly on the leaves of the side nodes.
Top leaves are growing twisted and when light hits them you can see yellow spots on them, overall they are lime green.

I had some watering issues during veg, mainly caused by me being afraid to overwater and letting it dry too much, I resolved this by watering it a lot so I might actually be overwatering it now (moisture meter always reads "very wet" now).

It seems you have some kind of infestation... Don't know what though.
@St. Tom and @Mañ'O'Green, what do you guys think?

Thanks, this forum has been of great help to me already .
As for the brown spots I really don't know.. could indeed be Infestation.
the yellowing looks like n def to me, it is moving up the plant and leaves are drying out and curling in after the yellowing.
I've fed 3 times now in last 1.5 weeks but don't think I see any improvement yet ..
