I just roll the sandpaper into a tube about 1 inch round. Tape it, finger on one end, drop in seed, thumb on the other and shake.....

Just either sow direct to moist (not soaking wet) soil and keep covered with a clear plastic cup.
Try to get your temps about 80f .. and give the top of the soil (under the misty cup) a light spray every day until you see it pop up (about 5-6 days after dropping it)
Edit: (forgot the "or" bit)
...Or .. wet paper towel folded over, dampened, put in a ziplock, in a small dvd sized box, ontop of your sky or tevo or another heat sourece for 2 days and check for tails.
