well for vegging you can get away with a basic veg light,7500k white light should do you for first 2 weeks,then you need red spectrum,there are so many different ways to go here,so depends on money,space,ventilation,heat etc.. Leds are getting more and more popular and seem to be the future of growing,as they are cheaper to run,give off much less heat,you can place them closer to the plants without burning(so better for small areas)
but they can be veryyyyyyyyy expensive,and with Leds its definately,you get what you pay for,hope this helped..
