As to the question you were asking about refunds, I've never seen anyone get a refund form a cannabis seed bank. Doesn't mean it doesn't happen, but it's kinda like buying booze, you're not getting a refund.
What I have seen is seedbanks sending replacement packs when people ask nice and explain their situation in a mature manner. They have a lot of competition and a reputation to defend in the internet age, so a lot of companies are willing to replace bunk seeds. Just make sure to read the disclaimers on their site before mailing them. Some seed banks claim that their beans are just souvenirs and if you mention sprouting them the conversation is over. I've had packs replaced in whole with little to zero fuss. I've yet to come across a seed bank that wasn't willing to at least discus the issue, and I've yet to be ripped off.
