1- like waxy said ,covering the buckets with reflective plastic ...lowering the room temps by removing the hps ,leaving the tent open , better air flow ,cooling the room your tent is in ,frozen bottles ,moving the airpump out of the tent to a cooler spot ...ect ect !

2- changing the water wont increase the 02 levels .It takes a few hours of bubbling to get them up & as soon as the new water hits the high temps a lot of the 02 will dissipate again

On the water temp, wrapping the bins with white/reflective material will help.. Also, replacing the plastic rez bins with insulated coolers would be great! The insulation in the cooler(s) can cut the temp by 10 degrees or more.
As for the DO issue, I think you'd be changing the rez every couple hours with those higher temps. At higher temps, the water simply can't "hold" the oxygen. The DO issue will improve dramatically once you get the rez temps down to a workable level.

mylar is all out used it on a veg room so ive done what i hope will help for a few days.....here it is. Temps down to acceptable levels with water bottles now and sitting at 5.8ph. RH is 43% and temps are 26*

Tempted to turn of hps but worry it will affect the plants, what do you guys think?
Also any any decent water chillers that dont cost an arm and a leg?

You are going to have to keep frozen bottles in there as much as possible. I'm surprised no one mentioned the fact that you are using bottled water could be the problem. I've always read that most bottled water is no good because of the added sodium or something like that.

You'd probably be better off with your tap water. Or instead, buy distilled water instead of bottled water.

If you really want to do some type of hydro and don't want to buy a chiller I suggest looking into "hempy". It's cheap and easy as hell.
 
Alrightt after a week of maintaining water temperatures within 65-70F Jack has really started to grow!
Not to mention on the last res switch I added Wilt Guard and Regen-a-Root and wow have the plants roots gone from looking brown and discoloured to bright white and awesome.
