Hackers have bought a lot of information forward that the government would not like us to know, at least here in the USA anyways. I don't really like the government. They are suppose to be for the people by the people. They may be voted in by the people, but most are not 100% for the people.

Troon, criticizing governments, no matter how deserving they may be, is probably political

I know there are some kits available out there, might be a bit spendy though and not sure how accurate they are (or what tolerance they claim.)
