If that's a hps your running then consider getting a metal halide Globe for veg then run the HP's once pre flower stretch is done with.

Hard to tell but they look a little hungry.

Do you have an EC pen or TDS/ppm meter? They are invaluable as is regularly testing your Rez and feed water pH.

DWC can push pH up and lock your plant out so until you have a handle on your environment with a few full grows under your belt you need to be OCD with taking readings.

16.5 is indeed a touch too cool for the water and will possibly slow your growth.
How are you maintaining that temperature under HPS? Water chiller or Frozen water bottles?
Are you using any additional additives? SM-90, Hydroguard etc?
Keeping your water around 19C is best for running a sterile system and usually needs something like SM-90 or Hydrogen Peroxide (H2O2) in addition in order to keep the root rot at bay.
The other way to prevent root rot in Hydro is to load the system with beneficial bacteria and fungus so that the Pythium has to compete with all of these microbes and basically gets overpowered and shoved into the corner :naughtystep:.
This requires a higher temp of 22C+ in order for the beneficials to thrive.

Regarding the root plugs, I am with Puggle6 on this. I put mine (Root!t sponges) straight into my system as soon as there is any signs of life. By 2 weeks old, there should be a lot more root mass than those plugs can contain (also, those particular plugs are known to cause issues at times due to the roots not being able to break out of the netting surrounding it (even though they are supposed to). A lot of soil users on here cut the netting off (or at least make several splits in it) in order to cover that.

A TDS/EC pen is a must in Hydro and needs to be of good quality - as should your pH pen as these are the factors that must be monitored and kept under control at all times. I went with cheap fleabay pens on my first grow and it caused no end of problems due to inaccuracies.
With good pH and EC measurements, you can then use this chart to be able to tell what your plant needs:

One other thing regarding the variation in the plants.
It happens. ALL the time.
When you grow from seed, the plants are, at best, sisters. While they have the same parents and sometimes resemble each other, quite often they are vastly different. It's a genetics thing ;)
The only way you can get identical ladies with any degree of certainty is to grow Photoperiod clones/cuttings from the same mother plant.

Only go as high as 22 if you are using beneficial bacteria/fungus
Great White, Hydroguard, a home made 'Heisenberg tea' (Compost tea) are examples.
If you are running Sterile with something like SM-90 or Hydrogen peroxide (H2O2), then your target will be about 19C
 
Sorry for the poor updates of late its been hard to get everything done in 24 hrs with work and watching my 3 year old, I did take him with me one day till he told his gran he's been feeding daddies plants in the tent.......
I will try get a update with pics done today.
