Yes tap water, I just tossed it in a glass and it sunk. I'll try the file trick. This is one I really wanted to grow. I still have a couple more, I hope they are good. My friend just germinated 4 toof decay and one of those didn't do anything either.

I suppose I should have mentioned that I let my water sit for several days before using it. I'm not positive but I'm hoping that all of the chlorine off gasses by the time I use it. This is the first seed that has failed to germinate for me so I'm hoping it's just a fluke.

if you heat water the chlorine goes off pretty quick
