New Grower When to water your plant ?

From the beginning stage to the end. How can I tell ? I plan on growing a outdoor plant to see how good I take care of my plant. Then I will decide to grow in a grow tent.
 
Do you mean 'when', as in, the time of day?
Or 'when' relating to condition of soil?
 
Depends on the medium you're in. It is too hard to just say "x" amount of medium needs "y" amount of water. Instead you want to water slowly until you have a little bit of runoff from the bottom. Wait 10 mins and go back with a little more water. If you just dump a ton of water in at once it'll just run through the soil and out the bottom without really getting soaked up all around in the medium. It'll take you a few waterings to get a good feel for it, just keep an eye on your leaves and look for under/over watering signs.
 
I watch the top soil, it should always be dry on top before watering again. Best to use a quality PH probe with moisture reading. I still forget to use my accurate 8 to check soil/coco moisture level. Wait until moisture low but not dry, then water. Some growers here like to water away from the stem to encourage roots to extend away from stem to find water. This makes a bigger root system.
 
To make sure, when you water, that you moist the soil evenly, try to use a drop of washing up liquid and mix it well in the watering can.
It helps soil to absorb water and stop creating tiny layer between water and soil. That layer makes water just drain away if you water to fast, literally water just bounces off the soil never going into it ...
Washing up liquid acts as wettener , making water softer and more "wet" so to speak
