Slow growth

My hay like harvest from earlier this year
4 weeks old today. Maybe 4 inches tall. Growing in a shed. Had issues with very low temps first week, but has since been corrected. Temps are within 62 to 75 degrees. Im using a Viparspectra 600w LED (like 280 actual power draw whatever that means). Was initially using MG plant food (past week). I now have actual veg nutes as well as this seaweed "tea" that was recommended at the hydroponics store. Growing in soil. Judging by internet pics, these are way smaller than they should be. What am i doing wrong?

Temps are still too cold 68 (night)-78 (day and night if you can, a swing is fine but dont let temps swing over 15 degrees) is where you should be. Also your media looks wet. Let it dry out. excess water and cold temps are not good for plants. Youve stunted them. You need a warmer place. Wait and see if they bounce back with those temps and water when the pot is not heavy.
 
Thank you for the response. I will keep my little space heater running during the nights. I can't do anything about it tonight, if I open the door my neighbors will think there's a UFO outside lol.

I will water less, i will check them again in a few days to feel the pot weight and go from there. Next time, im going to do this in my attic. It looks suspect going into the chicken coop part of my shed for 10 minutes at a time ):
