So I was wondering if its cool to use Spring water and not have to add Cal/Mag to it every time i water like I did last grow with the distilled water.

That will depend on your spring water. If it's ppm is low you may still need to add cal/mag to buffer it. I use rain water and it ppms at 17. A half teaspoon of cal/mag per gallon brings it up to 125 - 130, which seems to work best for me.

So its probably best to add a Little bit at least. Now do i use the cal mag on all feeding even at early age or when shoud i use it?

I wouldn't add any till I knew the ppm of the water. The recommend range is 125 - 150 if I remember correctly. With my water I've found that anything over about 135 and I can't adjust my pH low enough. You really need to know where you're starting at before adding anything.
