is a ph test kit for a pool the same kind of test for weed or should i try to get aqarum one

What do you have? The only pool pH testing stuff I've seen is fine; water is water and all that.
 
The only problem with the water ph kit is that you go by color to match the ph number, this is okay until you start adding nutes, as they tend to color the water to where you won't clearly be able to match the correct color, if you're trying to stay low on the budget, the strips work, a pen is the best option if you are able to get one.

Hmm .. water is more than just water my friend.

Best and most accurate method without costing you a cent is to look up the water purity tables for your area published online by law ... I live in the UK, so I can't testify for International Standards, but the info is usually easily available.
My area has tap water at pH 7.6 ... so I need to adjust it, and if you follow the instructions on a pH Up/Down kit ... you should theoretically arrive at your goal pH.

Also worth noting here is that rainwater is usually more acidic ... a by-product of the Industrial Age methinks, but more beneficial to your plants if you're growing indoors. An odd dichotomy if you think about it.

Your growing medium will dictate the level of pH accuracy you'll need as well ... quality branded soil is great for beginners as it 'buffers' most of the thinking for you and comes with a 'pre-set' pH which is just right for growing.
Soil-meters are relatively cheap to buy too, although their accuracy is debatable.

Get digital one off eBay - they are very cheap. Calibrate it every time before using.
