New Grower Low germination rate

The seeds are A Little Kushy Auto, 3 seeds by Freedom of Seeds purchased from Single Seed Centre. They were in good shape in foam packaging when I received them.
I soaked them in a glass of rainwater for 24 hours. They sank overnight. Planted them in organic soil on March 29th.
So far only one of the three has germinated. It popped up on April 5.
I scraped the soil and looked at one of the others yesterday (April 5). It was whole and had not cracked.
I'm using a tent and the temps have been 66-75 F (18-23C). Soil has been moist and I'm using plastic wrap to cover the pots.
Wait for a few more days or give up on them? I figured 8 days should be enough time.
The one seedling is looking good.

I did not notice them being cracked when I took them out of the water. I planted them a half inch deep (1.2 centimeters).

They could be slow starters, I always wait until the crack open to plant them.
 
They should have a slight crack in the seed where you can see a little white before you take the out of the water.I would wait a couple more days before you give up.
