Indoor Is this fox-tailing?

This plant suffered a major trauma on its first week of flowering, the top branch snapped, breaking the plant in half.

Now, it's on the 3rd week of flowering and it's covered in buds, but they look like this. Is this fox-tailing, or just young buds that will fatten up?

Also, the part that broke off has a little bud that survived.

I've had fox tailing before due to heat issues and this isn't it. Colas looked like bunches of little cones.
