New Grower hardy annual

I know this isn't an auto question but I was just curious. If I plant photo' seeds now (nov' sw England) and over winter them will they grow away next spring and flower due to the altering light as we approach summer. I have a propagator where I could keep them ticking over in readiness.
 
The flowering in photoperiod strains of cannabis is caused by the amount of night hours. During the night a certain plant hormone steadily builds up hour by hour. This plant hormone has to reach a genetically pre-determined threshold level, and once it's met it signals for the plant to start flowering.

Basically what this means is that cannabis is growing one half of the year and flowering the other half. If you put a photoperiod outside in the winter it will flower. This happens a lot with clones in the spring. They go from 24 hr light in my veg room to only 11 or 12 hours of natural light outside in march and start flowering for a few weeks.
